As we enter the fourth decade of the HIV/Aids pandemic and acknowledge World Aids Month, President Jacob Zuma announced the new National Strategic Plan on HIV/Aids and TB 2012 – 2016 on World Aids Day, 1 December 2011.

The plan, worth R131 billion, is widely regarded as a bold step forward in eradicating HIV/Aids and TB in a time when a lot of nations are retreating in their commitment to HIV/Aids. The plan has been applauded for investing resources in fighting the disease and including, among others, halving new infections by 2016 and having 2,6 million (80%) eligible people on ARVs between 2013 and 2014 and putting a legal framework to support the plan.

Adopting the three zeroes approach instituted by the UN: zero new HIV and TB infections, zero new mother-to-child infections and zero preventable deaths associated with child transmission, the president said he had added a fourth zero, relating to discrimination associated with HIV and TB.
